You're supposed to ask an admin before you use someone not taken, and not on the list of XWL staff characters. However since Vince is the owner, all angles involving him and promos must be approved by the admins before you can use him. So if you want to use Sin Cara for a promo, or have him be your opponent for some sort of angle, you have to ask and get it approved.
